Ottawa Awards $2.3-Billion Arctic Satellite Contract With Potential for 2,600 Canadian Jobs

In the Arctic, a communications gap can quickly become an operational crisis. Ottawa’s new agreement with Telesat is intended to give the Canadian Armed Forces faster, more resilient and Canadian-controlled satellite links across the country’s northernmost reaches, where conventional coverage can be limited and terrestrial networks are sparse.

The initial contract is valued at about $2.3 billion before tax and could support or maintain as many as 2,600 jobs annually across Canada during its main economic-impact period. It will also expand Telesat’s Lightspeed low-Earth-orbit network, add military communications capacity and deepen the role of Canadian manufacturer MDA Space. The award is therefore more than a purchase of bandwidth. It is a large defence procurement, an industrial-policy bet and a test of whether Canada can turn its established space expertise into a sovereign communications system delivered on an accelerated schedule.

What Ottawa Is Buying for $2.3 Billion

Ottawa is buying the first Low Earth Orbit portion of the Enhanced Satellite Communications Project–Polar, known as ESCP-P. The Defence Investment Agency awarded Telesat LEO ULC an initial contract worth approximately $2.3 billion before tax. Two additional option periods, valued at about $214 million and $218 million, could lift the total to roughly $2.73 billion. Telesat describes the arrangement as a 15-year service contract when the options are included, with military service scheduled to begin in 2028.

The central product is secure Military Ka-band connectivity delivered through Telesat Lightspeed. The agreement also anticipates ground and control infrastructure, user terminals, training and support, although Telesat says some end-to-end integration work will be covered by a separate agreement. That distinction matters: the headline number does not necessarily represent the final cost of every terminal, facility and service required for the complete Arctic communications system. It is the first major award within a broader project whose total funding range has been listed by National Defence at more than $5 billion.

Why Arctic Communications Matter So Much

Canada’s Arctic creates a communications problem that geography alone cannot solve. Military aircraft, ships, patrols and search-and-rescue teams often operate far beyond the reach of fibre networks and cellular towers. National Defence says ESCP-P is meant to provide beyond-line-of-sight communications from 65 to 90 degrees north, filling gaps in wideband and narrowband military satellite access. Reliable links are needed to pass orders, share sensor information and coordinate people who may be separated by hundreds or thousands of kilometres.

The strategic value extends beyond routine connectivity. Ottawa says the system will support NORAD missions, Arctic situational awareness, operations with allies and emergency response. A northern crew trying to relay imagery, weather data or the location of a distressed vessel cannot treat bandwidth as a convenience. Delays can affect decisions and safety. The project also reflects a broader shift in Canadian defence planning: the North is no longer treated mainly as a remote frontier, but as an increasingly active approach to the continent where communications, surveillance and logistics must function together.

Lightspeed Is Growing From 156 to 225 Satellites

The contract materially changes the scale of Telesat Lightspeed. Telesat says the agreement allows it to expand the fully funded constellation from 156 to 225 satellites, an increase of 69 spacecraft and a 44 per cent rise in network capacity. The company expects global service to begin in the first quarter of 2028, with the Arctic military service starting the same year. Coverage for the military Ka-band component is planned across the region from 65 to 90 degrees north.

MDA Space will build the satellites at its high-volume manufacturing facility in Montreal. The numbers require a little explanation: MDA previously had a manufacturing arrangement covering 198 satellites, while Telesat’s announcement compares 225 satellites with a 156-satellite fully funded baseline. MDA says the latest work adds 27 spacecraft to its earlier order and increases its contract value by $474 million. That amount also covers the addition of 500 megahertz of military Ka-band capacity to satellites already being built and other long-lead items. In other words, the defence award finances both new hardware and changes to the existing production program.

The 2,600-Job Estimate Comes With Important Context

The government’s most attention-grabbing economic claim is that the procurement could create or maintain 2,600 jobs annually across Canada and add about $335 million a year to gross domestic product for approximately seven years. The wording is important. These are potential annual jobs supported by project activity, not a guarantee that 2,600 people will receive permanent new positions. The estimate can include employment at the main contractors, work in supplier industries and jobs supported by employee spending.

Even with that caution, the scale is meaningful for a relatively specialized industry. The Canadian Space Agency reported 14,622 direct space-sector jobs in 2024 and roughly 28,000 jobs when indirect and induced employment were included. Engineers and scientists represented 41 per cent of the direct workforce, while technicians, students and interns also formed significant shares. A multi-year production and operations program can therefore influence hiring far beyond a single assembly line. It can create demand for cybersecurity specialists, software developers, radio-frequency engineers, component manufacturers, testing teams and skilled production workers, provided the promised work remains in Canada.

Montreal and Gatineau Could Become Major Beneficiaries

The clearest regional concentration will be in Quebec, although Ottawa has not published a complete province-by-province job breakdown. MDA Space’s Montreal-area production system will manufacture the additional satellites, while Telesat has been developing a technical operations campus in Gatineau. The federal government said in 2025 that the Gatineau facility would house network operations, satellite control, cybersecurity and engineering functions and was expected to bring about 300 jobs to the area.

The economic footprint should extend beyond those two hubs. Satellite programs rely on specialized electronics, antennas, software, testing equipment, ground systems and professional services supplied by firms of many sizes. Canada’s Industrial and Technological Benefits Policy applies to ESCP-P, requiring economic activity tied to the procurement and creating openings for small and medium-sized businesses in the space and defence supply chains. Still, participation will depend on actual contracts, qualification requirements and delivery schedules. A small supplier in Ontario, Alberta or Atlantic Canada benefits only when it wins work, hires staff or expands production; national job estimates do not automatically translate into evenly distributed local gains.

Ottawa Already Has Billions Invested in Lightspeed

This award is also part of a much larger public commitment to Telesat Lightspeed. Before the military contract, the federal government had agreed to a $2.14-billion repayable loan for the constellation, while Quebec committed another $400 million on similar terms. Ottawa separately committed $600 million to reserve Lightspeed capacity for rural and remote broadband. The federal loan carries interest, gives the government warrants in the project and includes commitments related to Canadian control, domestic spending and employment.

That history changes how the new contract should be understood. It is not simply another grant to build the same system; it is a defence customer purchasing long-term services and financing an expansion with military capability. At the same time, taxpayers now have several forms of exposure to the program—as lender, capacity purchaser and defence customer. That can produce strategic and economic benefits if Lightspeed launches and attracts commercial and government users. It also increases the importance of transparent milestones, cost control and performance reporting. Sovereign capacity has value, but public backing should be matched by clear evidence that schedules, Canadian content and operational requirements are being met.

This Is Only One Layer of a Larger Military Network

The Telesat award covers only one layer of the planned military architecture. ESCP-P is designed as a hybrid system combining low-Earth-orbit and medium-Earth-orbit satellites. Lightspeed will provide the Military Ka-band service, while a future purpose-built MEO constellation is expected to deliver secure X-band and ultra-high-frequency communications. MDA Space is designated as the prime contractor for that component, with Telesat acting as a subcontractor and systems integrator in parts of the wider network.

This phased design helps explain why different dates appear in government material. Telesat expects its LEO service to begin in 2028, but National Defence has previously listed later milestones for the complete ESCP-P program, including delivery beyond 2035. The early commercial-based LEO layer can provide useful capacity years before every dedicated military element is finished. It can also support interoperability with allies, because modern operations require forces to exchange information across services and national boundaries. The challenge will be integrating multiple orbits, frequency bands, terminals and security standards into one dependable system rather than treating each satellite contract as a separate technological island.

Delivery Will Matter More Than the Announcement

The next two years will determine whether the announcement becomes an operational success. Telesat says milestone-based federal payments begin in the third quarter of 2026 and that launches are planned on SpaceX Falcon 9 rockets. Satellite manufacturing, launch availability, ground infrastructure, software integration and terminal deployment must all progress quickly for service to begin in 2028. Telesat’s own financing disclosures have identified familiar constellation risks, including supply-chain disruption, technical hurdles, launch delays, regulatory constraints and competition.

Several financial and procurement questions also remain open. The two option periods are not the same as money already spent, separate integration work has yet to be contracted, and negotiations continue for the MEO component. The 2,600-job estimate depends on project execution and Canadian industrial activity over several years. Success should therefore be measured through concrete indicators: satellites completed and launched, secure service demonstrated in northern conditions, Canadian supplier spending, jobs actually supported and operational availability for the Armed Forces. The contract gives Canada a credible route toward sovereign Arctic communications, but the public case will ultimately rest on delivery rather than ambition.
